The President of Ukraine V. Zelensky, in his address, said about the intentional blocking of access of Mariupol residents to food, water and electricity and the death of a child from dehydration.
Legal qualification
in accordance with Art. 8 sec. 2 (b) (i) of the Rome Statute of the International Criminal Court, adopted on 17 July 1998 in Rome; with regard to war crimes, the above-mentioned incident is a war crime that can be classified as other serious violations of the laws and customs of international law applicable to armed conflicts of an international nature, namely: xxv)Intentionally using starvation of civilians as a method of warfare by depriving them of objects indispensable to their survival, including willfully impeding relief supplies as provided for under the Geneva Conventions; (i) Intentionally directing attacks against the civilian population as such or against individual civilians not taking direct part in hostilities;
